Adjust oven rack to lowest position and heat oven to 475 °F and line a baking sheet with foil.
Combine green beans, 4 tablespoons extra-virgin olive oil, sugar, Kosher salt, and ground black pepper in a large bowl. In a single layer, evenly distribute green beans on a lined baking sheet.
Cover baking sheet tightly with aluminum foil and roast for 10 minutes in preheated oven.
Remove foil, stir green beans and return to oven to roast for about 5 more minutes, until green beans begin to caramelize.
Meanwhile, combine minced garlic, lemon zest, lemon juice and remaining 2 tablespoons of extra-virgin olive oil in a large bowl.
Transfer green beans to bowl with dressing and toss to combine.
Transfer to a serving platter and sprinkle with basil, Parmesan cheese and pine nuts. Serve immediately.
